you basically just trace over your photo on layers its pretty articulate and takes a long time if you want the perfect effect. I have tried it years back and was not happy with the way it came out..lol
as @saclunch said it's called vector art. It can be done in any program that is capable of producing layers (Photoshop/GIMP etc) and yes it takes a bloody long time and feels very alien at first try. But can produce great results
This is sylas... i used illustrator, i opened the photo and then used layer after of lay of stacking up solid colours using the image as a guide where to trace... the whole thing was done using the pen tool.
ACTUALLY... on 2nd thoughts (i did this last year) and i think i may have done it in photoshop!!! using the pen tool again but then converting the path to a selection or brush stroke, again using layers... i've done it in illustrator before too though...
LOL im useless, either way it was alot of pen tool work!

Yes, this is all vector art. If you don't have the patience for it, or the time to do a good job, i have a recommendation. I use a site called www.copyartwork.com They will hook it up with some really high quality vector art. It will be done within 24 hours.
