This could work for water or for motion ... or I may not use it at all. I shall decide once I have processed all the photos!

I think water rather than motion , as 50% of the frame is water , whereas the boat could be still rather than moving , there is not a lot in the frame to show movement (just my opinion, go with what you think is best).
