No idea what the flowering shrub is but there are a few of them around town.

It's called Abelia often used as a trimmed hedge.. I have it and it needs a trim
. The bees love it..

@julzmaioro Thanks Julia. People trim them where I live too - there are hedges of them and at least on trimmed into a nice round bush.
@ludwigsdiana I wonder where the originate from? South African plants grow well in Australia.
