What a stare down I got from this raptor. He was in a tree at the park. I'm thinking he is a Harlan’s Red-Tail Light Morph Hawk. Because I browsed the internet for half hour and that's the closest I could find to this species. Some of the red-tail hawks like this one have no red at all. If anyone knows what kind of raptor this is, please let me know. So right now I'm sticking with Harlan.
