the red flag

My friend, Sylv, and I had a trip to Winchester last week. She noticed the flag flying on Winchester Guildhall and wondered if it was to commemorate the Battle of Waterloo.

So we went in and asked.

We found that this red flag was flying to indicate a full council meeting that evening.....

Oh well a bit of a let down that was!! They must be bad attenders to put the flag out on a full house! Perhaps they mean a proper full meeting not the number of attendees!
