“Road Closed”

I happened on this scene this morning: people in haz-mat suits on top of a railroad tanker car in the center of town. A giant fan is on the left and there were vehicles and equipment from communities some distance away. Wandering away from this location I found someone being loaded into an ambulance. No clue what's going on.

Next day edit. Repeat after me: “This is only a test.”

Would be a little concerning with the huge fan outside. Makes you wonder if there were some potentially toxic fumes they wanted to divert away.
