Icebear on a tram stop

i was waiting for a tram in Helsinki and noticed this icebear on the roof of the tram stop. I had no time for taking a better point of view. The sign says that it is still 6110 kms to the North Pole.

Is the bear an ice sculpture? It's nice in combination with the sign...though it looks awfully chilly there!
