Great eye again. You are on a roll capturing interesting and provocative public artwork. He does look menacing. And the pseudo dollar signs do stand in nicely for swastikas.

Also love the vibrancy of the colors, though I think I can tell from the shadows that it was fairly close to noontime and not sunrise or sunset.
