Idyllic canal scene. Are they towing it or is it "parked"?

@olivetreeann Thank you, they have just passed through the lock, "Mr" Muttley Crue is boarding, whilst "Mrs" Muttley Crue is walking down to the next lock, to start opening the gates ready for the arrival of they boat. Common practice is/seems to be, that the ladies do a fair bit of walking and work, whilst the men captain the boat.
