Merging photos No 2

This one was taken with a little more light, the clouds look great but the water level on the horizon has 2 heights. Any suggestions on how to fix this? I did try to play around with heal/clone (I never know which one to use when) but really only made more of a mess....

do you mean you are creating a panorama? you would be best doing it with a static scene, no way around the differing wave motion

I wouldn't really notice that the horizon is slightly higher on the right where the photos merge if you hadn't mentioned it though, but it can be fixed. Nothing can be done about the waves because they move with each picture
