If you own a camera I would highly recommend the 580 II. It has brilliant quality, eye catching strip and various settings..... a good buy for the money
I don't know Canon stuff, so I will defer to the Canon folks. I'm not a fan of Aftermarket brands though, but that is just me. In other words, light and camera are the same brand with me.
In your budget range, you're fairly limited in options. The only Canon flash at that price point is the 270EX: http://www.adorama.com/CA270EXU.html
It's going to be a little better than the built-in flash for sure, but IMO you'll be far happier if you save up a little more money and go for the 430 EX II. It's a far better flash overall and it's one that you'd probably keep in your camera bag for years to come. A lot of people I know who get the 270 end up wanting to upgrade to something bigger after six months.

I owned the 430 and was not happy with its output. I upgraded to the 530 and had the 430 as back up.... then I dropped it. Could not stomach the $120 repair charge, so at the recommendation of a fellow pro, I tried the DC one. LOVE IT.

I would definitely go for the 580 II then. It costs a little more than the entry-level one but is worth every bit of what you will spend on it. If you're going to get a speedlite you may as well make it a good one. Such a versatile flash!

The 430 ex is awesome, reasonably priced and very versatile. I use it off-camera by remote often using my 7D, it's great!
