Photos that make the popular page are chosen by a computer program that takes a number of factors into consideration: view, comments, favs, number of followers you have- Ross won't give away the secret. It is great to get photos on the PP, but it is not always an indicator of how good your photo is/are. I know I for one don't look on the popular page to see who had the best photos but more so for inspiration and to find new people to follow.
What @rebcastillo77 said! If you search the discussions you will find numerous entries on this very subject, it is quite vexing(in a good way) and many wonder....
@rebcastillo77 it does give me different ideas when checking out the popular pictures.. but you know, its just one of the photographers achievement to be on that wall and be able to share their photos alongside with the best photos..
@veyloiuja I found the less you concentrate on it and the more you concentrate on getting "the shot" creates an environment that fosters you to push yourself and in turn will eventually create a photo that lands on the PP. I have had one, it took me 90 something to get there (relatively quick considering it is less then 30% done at that point) and haven't had one since. There have been people on here with 6 photos and they have landed there...I totally understand the achievement fact, but focus on getting the best shot possible and it will happen.
@shadesofgrey Oh no, I am not snapping photos just to get to PP. Just doing what I feel like doing and hopefully other people would appreciate those simple photos that I do. I do have a frend/former classmate that her pictures got to PP and its just so simple composition and that what inspired me and right now she's the only one that I am following. Hehe

Long answer: if *you* were going to measure "popularity" when you had the data the site has available, available, how would you go about it? More views, more comments, more favs...
