From the description in my Peterson's Field Guide to Birds and the internet, I have identified this as a Snowy Egret. Snowy Egrets have a black beak, yellow lores (part nearest and around the eye), black legs and yellow feet.
It was fun to watch it trying to find a fish, which he never did. I gave up, went to the car, then some other people got to close to him (or her) and it flew away. Did not get a shot of it in flight. It was there a while, so I was able to get several shots of him.

@happypat@myautofocuslife Thank you! I was so happy to see him up close. At this part of the lake, there are a lot of people, therefore the Egrets do not usually get close.
@wordpixman Thank you, Arthur! That is the first time I have gotten close enough to take a shot of this bird. It is smaller than the Great White Egret that has posed so nicely for me.
@cimes1 Thank you for the comment and the fav! I appreciate it. This was taken underneath a large bridge, shadowed, but with sunlight coming through and I liked how the sunlight caught his foot, really added to the coloring.
@ladydi53 Thank you! Yes, he does look like he has missed a few meals. As hot as it it here, the fish are probably going further from shore, to cooler, deeper water.
