Not sure if it's Russian or Spotted, but it's Knapweed and I spent most of my summer pulling and spraying it. It is considered an invasive, noxious weed which chokes out more nutritious plants for wildlife and can be fatally toxic to horses. It is extremely difficult to eliminate.
