There was no explanation for this at the Casa de Libertad, House of Liberty. So why there is a bronze archer with a puma hat where Bolivia’s independence from Spain was declared in the 1820s is anyone’s guess.
Later.....the Tiwanaku and Inka people regarded the puma as a symbol of energy and emotion. Only the condor was more highly regarded.
