This is a geocache: the logbook is rolled up in the green match holder below the sprinkler head. I found it in a small veterans' memorial park on the way back from visiting my parents. It was an easy find because the name of the cache is "Head in the Park". Most geocachers would immediately know what to look for, but it's not likely to be accidentally discovered unless someone just goes around unscrewing sprinkler heads.
