Yes the kitten are the new growths. and it seems to be in other countries too if I remember old comments ( http://365project.org/parisouailleurs/365/2011-01-01). This tree is hazel tree, all this kind of trees have this "kitten". Hope I answered well, "technical" English is hard for me!
