In late 1800, early 1900 much of Seattle was prone to flooding, it had been build on tidal land. A rebuild of the city in early 1900 following a fire it was decided to raise the height of the roadway. This dealt with sewerage and drainage issues etc. Ground floors became basements and cellars....
