These more then likely are squirrel nests. Most people think that squirrels live in holes in trees, but some varieties of squirrels actually build nests in the tree tops.

I believe skip is correct. @skipt07 They're squirrel dreys. It's amazing how you can't see them until the leaves are down and then they're all over.
