I am not completely sure but I believe it has something to do with the number of favs you get...
they may take other things into account but that appears to be part of the process.
Trending is when a photo gets a flurry of activity at any time. The popular page when the photo gets a lot of comments and favs according to your own history and numbers of followers. So a very 'popular' member will need to get more comments than a newer member to get onto the PP.
Remember popular means popular - so it is not necessarily the best photographs on the website that reach the page, just the popular ones that happen to be good too!. Also you will get more comments the more comments you give to others. There is an official explanation somewhere on the website, they do try to be fair.
I have a photo up now that got 3 favs and 4 comments with 6 views but don't think it made either of those pages so the formulae is still a bit of a secret to me. Don't think I've ever had anything on either the trending or the popular page but I try not to worry about it. Now if there were cash prizes I'd spend more time trying to figure out how to become more popular. :)
As to which is "better for your photos", I have a feeling my photos don't care one way or the other.
I think it all depends on what else is happening at that moment. I've had some photos which have had a lot of comments and favs but if they happen over a stretch of time (i.e. the photo is a slow burner) then it doesn't trend. If all the comments and favs come in within a few hours of each other then it tends to trend. ;)
I made it once with just a few put they all came one on top of the other and I think that is what is meant by flurry of activity. And what else is happening.
