Abstract 8-20

Your guess on this is as good as mine...there are several of these on a cement wall below street level, seen from a bridge. I assume it has some sort of engineering purpose but haven't a clue.

Could it be a solar cell powering a light etc?? Can't actually see a wire though.

Makes a perfect quick abstract - except for the fact that my eyes aren't very happy with all those lines. my first thought was solar something ..
