I was out practicing photographing seagulls flying again and saw in the distance a Coast Guard helicopter and fishing boat. You can barely see a line between the two. Clearly they were practicing rescue missions. I have some shots where they weren't lined up so vertically but in those the helicopter was lined up in front of the dunes and I thought it popped better with the sky as background. I experimented with black and white at less than full opacity. Do you think it works?

I believe that most often it is the subject of the photo that draws the viewer in more often than the way it is processed. In this case, the event is intriguing, so the appeal exists whether the photo is in color or b&w. Often, processing saves an undesirable image, but it doesn't necessarily make it a good photograph. This is a good photograph in my opinion.
I'm really drawn to the red of the helicopter. I think this is a result of your processing to tone down the other colours. To my mind the helicopter is the subject rather than what it's doing.
I like Krista's comment @blueberry1222. The journalistic story in this image is what makes it interesting, not the processing. I'll bet the color in the helicopter is better in the original image, but your processing has appeal too.
What I like here, Jane, is the silvery appearance of the water...which is probably thanks to your processing. To make the resque mission the main attraction, I would have cropped a bit tighter though.
