I've called this "A Wooden Thingy", mainly as I haven't a clue what it is. It was found in my late Bother-in-Laws and Sisters belongings and is completely made of wood.
As you lift the lower spindle up, the arms stretch out and there is a screw to lock it in place. Knowing my Sisters love of crafts and patchwork, I'm sure it must have something to do with her.

My item is actually upside down and would have had a flat plate or clamp on the bottom. Instead of having someone with their arms open wide holding a skein of wool whilst you turn it into s ball of wool. Here you put the skein of wool around the outstretched arms and they rotate while you make a ball. - got it.
