Howard N - Fire hoses they be. The engine is probably a pumper and these hoses are rather short, as they bring the water from the hydrant to the pumps to boost pressure giving the firefighters on the far end of the line the ability to quell the blaze. Or maybe they are just the back end of four nozzles. Net says:-->> Full of information to the end eh Howard? Nice one. LOL... Yeeehaw!

Paula Brumbe - I was going to go with hose clamps, but now I feel obligated to push myself just a bit farther and say that they used for steam pipe fitting so as the steam keeps in the pipes and not spill out providing an excellent facial of steam for me.
