Yes, t'was a glue pump gun or caulking gun. When you pump the handle the central bar is pushed into the barrel of the glue tube thereby extruding the glue at the other end. See? Easy.

Were I guessing, oh wait, I am guessing, I'd say it's a gizmo that hooks onto a cutting board that is then used to peal an apple. It's beautiful. My Dad in law was a master joiner and had beautiful old tools.
sadly the gene completely skipped my husband!!
Now if I really wanted to show off, I could have referred to the "brass plug" by its REAL name as related to tools: it's a brass "piffle". :-)
