Howard N - Lee and June are correct, it is bicycle tire pump. Looks like the mobile variety that is attached to the bike frame, so you won't leave home without it and be caught flat. Net says:-->> I could do with being caught flat. My weight is a little over the top! LOL>

Paula Brumbe - well, not to blow up out of proportion I guess one would have to be a lemming sheep follower and go with bicycle pump thing a ma doohicky a bob. This gizmo either keeps things from going down or keeps things from coming up when inserted into where it goes properly. I think it prevents things from going in because of the little tabs, which keep whatever it is from doing the same.

It's part of a paint whisk attachment for an electric drill. It froths the paint so's you can have a bubbly paint texture. Very popular during the home improvement phase in the '90s. 0:-)
