This one is only available to those who buy the premium editing (there is a free version, but it's limited). I think it's pretty reasonably priced (around $20 a yr.). Anyway, this effect is in a category called "sandbox effects" and it's called Hypnotic (by Mr. doob). All you do is upload the photo and apply the effect- the website and your computer do the rest. It doesn't work well on every picture, but this one was just right for it.
