Yes, it would be considered abandoned although it's more that the industry here was shut down and the buildings have not been in use since the early 90's. The Bethlehem Steel company and the city have taken on the task of repurposing the buildings and many have been slated for revitalization. Marc told us that one building may become a micro-brewery and restaurant; another an indoor mall. One has already been redone as the headquarters for the Arts Center. It has a gallery and an auditorium as well as rooms you can rent for fund-raising events etc. They are really doing a good job in preserving the history here. For buildings like this- where renovation has not happened yet, but eventually will- they've put up a chain link fence so photographers like us can shoot from a safe distance and others can see what the place was like before the mills were shut down. I'm not sure what this fellow is being used for but apparently he's got a job to do.
This building has great potential and hope it'll be resurrected one day. there's something about it I like (including the flags of course). it's a fav.
