@creativeaddict @skstein This picture was processed in a program called Smart Photo Editor. I don't remember the name of this application exactly, but I think it had something to do with "Impressionist" or "Painting" or "Brush Strokes". This program is extremely affordable and literally has thousands of effects to choose from as well as the basic "sharpen, contrast, vibrance" and other effects. I believe you can find it under smartphotoeditor.com.
