It's for when someone asked a question in their comment and you like to answer it. you just type the sign @ and the name of that person and write your answer. and when you click on the little black sign on the very top Line of your profile/picture page you can see if anyone left you a comment ..to read the comment click on their name. maybe you know all of this already but I thought I tell you anyway just in case. have a nice 3rd.
