Going to School

The normal routes to and from work take me on paths that are traveled heavily by cars and bicycles, normally single riders. However, on the way into training this morning, I was treated to this sight.

Yes, the smaller bike was in tow. This is the most unusual configuration that I have seen. I searched for the hardware that makes this possible and have found other lashups to tow a cart or another bicycle (even just a back wheel and pedals) , but not this configuration. Is this homegrown?
