They're not quite photos. They're not quite movies. They're cinemagraphs, you made them and they're so much more incredible than your run-of-the-mill animated gif.
To do it in photoshop, you start with a video file. Then File > Import > Video file to layers. Open the Animate palette, and then you click on each frame in succession at the bottom. When you do, on the Layer pallette you'll see all the frames visible, and the one you've clicked on will be selected, all others unselected.
What you do is select one of the frames to be your still image part. Let's say it's the first frame. So as you click through the other frames, say you click on frame 3, frame 3 will be selected. Now also click on frame 1, and in frame 3 add a black layer mask and mask out all but the area you want motion. Repeat this for all frames. Layer 1 will be shown throughout, except for the bit masked out.
When you're done save for web and select GIF and you'll get an animated GIF.
Not sure but I think this is where I got the information. Did one last night, not as hard as it sounds, except the quality of the GIF was really poor (256 colors). Not sure how to improve quality http://fernandojbaez.com/cinemagraph-tutorial/
Ive done a few very basic ones in the past :D but not with photos as such usually sparkly name tags things like that ..... i make the 2 or 3 etc different ones in paint shop pro then put them together in animation shop , save as gif done :D
@veekay hi Vicki, you need a website that would host gif format like http://imageshack.us/ you can upload your animated gif in such website and host your image for you. once loaded you can use it anyway you can. hope that helps Ü
