you can get it kicked off as soon as you are able to - things are very easy going here - I will copy the link from my topic hosting and all you need to do is make a new discussion and copy /paste just remembering to change the dates and the tag.
To start a new topic you go to the bar up top - select discuss - go to themes and competitions and click new topic
