All you have to do is decide when you'd like to begin the next one and then go to Discuss > Themes & Competitions and click on New Topic. You can set down the rules and the time span as you see fit. The last few have lasted three days to give people enough time to take their shots and enter. Use one of the old announcements as a template if you want to. If you have any other questions just ask, okay?
