The house next to them is dark with the exception of these lights on their garage peak. It blinks ditto and in the dark between the blinks, the bottom blinks the arrow. Slow shutter allowed me to get both. I am fairly certain Crazy Christmas neighbor puts this lighted sign on his neighbor’s house.
