This work is among 11 that are just outside the entrance to the Carson College of Veterinary Medicine at Oregon State. This college has grown and expanded since I was a student in the 1980's. My friend graduated with a DVM and is practicing in the Phoenix Arizona.area.
The Artist is Brad Rude.

@jgpittenger the lensbaby sweet 50 is manual aperture and I had it wide open at f2.5 while I still get to adjust the shutter speeds.
