It couldn't anyway, most canals are still locked down.

@koalagardens No, thats the interesting bit about so many ropes. It's on a canal and the water levels are controlled almost to the inch, by a series of locks. Even in torrential rain the levels hardly change. Unless there is a major breech of a canal wall, there is never a problem. When they were constructed, the builders built reservoirs at the highest points to maintain a constant supply of water. Around the country, there are one or two canals, ( this isn't one of them ), that might suffer in a serious prolonged drought. They can cope with that by stopping using the locks to prevent water loss.
It's a very cleverly engineered system.

This looks rather idyllic doesn’t it? I’m sure there may be some inconveniences involved in living on a floating home but here it’s easy to overlook all that and be seduced by the calm beauty.
