These are the youngest members of the "muixeranga" learning how to balance on the shoulders of another person (usually mum or dad) - so that they will be able and willing to climb to the top of the tower. Kids love this, they got a lot of attention and, of course, if any of them shows any sign of fear or refuses to do it they are never forced.
They start climbing on adults' shoulders as young as three or four, and when they have some skills the adults move. Here they are walking in formation along a (quite long) street. Some of these babies climbed on top of the big towers after this walk.
@ingrid01 Indeed - usually the carriers are the parents, so the kid feels secure. Some of them carry them like that even after the event, they are so used to it.
