@charli321 To be honest, I just messed about on shutter speed priority until this came out! Then I lowered the colour temperature and upped the saturation ever so slightly to give it the blueish tinge. If it helps, it was 1/10s, f/3.3, ISO: 400, 40mm focal length, I don't know what all of that means but hopefully it'll help you! I'm afraid my photography style is very much trial and error!
