Well spotted! Has a lovely old feel to it and an apt quote too! I don't think you'd find this detail on a modern building these days.

It was built in 1882 and was built to be a library and museum with education rooms, hence the apt quote. Oscar Wilde and John Betjeman used to give lectures here.
