I'm not sure the specifics of this program were sufficiently vetted. It would be reasonable to assume that the intent of the program is to confiscate guns without a serial number since those are truly the only "illegal" guns in the state. (It may be illegal for certain people - e.g. convicted felons - to own guns, but that doesn't make the gun itself illegal, only the possession of it by a specific individual.) If that's truly the purpose of the program, though, it would be interesting to understand the actual cost of obtaining a gun deemed to be illegal. To purchase a small handgun without a serial number in Rhode Island can cost anywhere from about $20 to $500, depending on the type and condition. Even small-time criminals can do the math on that one. This program has just made it quite lucrative to illegally obtain guns! The PPD has just become what we would otherwise call a fence.
Post processing was all in Topaz Adjust. I started with a photo pop filter and then adjusted the adaptive exposure, contrast, strength, detail boost, and adaptive saturation sliders.
