About 12:30 yesterday afternoon, cell phones in Providence County sounded an alert. A flash flood warning was in effect through 4:00 PM. For the residents of the Dean Estates on Oaklawn Avenue, that warning was barely in time. Within a half-hour of the alert, water mixed with sewage poured into the apartment complex, filling some apartments nearly to the ceiling. About sixty residents were displaced by the flood, and many have lost everything they owned. This morning, residents have started to gather in the parking lot to deal with the aftermath. They are still not allowed inside the building, and yellow caution tape seals all of the entrances. I spoke to one resident who asked not to be identified, asking him if the flood was caused by a nearby river.
"No." His answer curt; his tone abrupt. "There's no river near here." I waited, and after a very long pause he said. "Bad drainage. This problem's been here for years." You could hear the anger in his voice, but he was right. This section of Cranston has long been plagued by drainage problems. Yesterday, those problems cost some 60 people their homes. Compounding the problem is that heavy rains and flash floods are again in the forecast this afternoon.
Post processing started with a classic filter in Topaz Adjust. I then adjusted adaptive exposure, regions, boost black, contrast, and color sensitivity sliders. A levels adjustment and a sepia photo filter were added in PSE.
Wow. What a story. I remember when a town nearby had severe floods a few years back. Great shot as well!
