This is our neighbor's dog, Bing (as in Bing Cherry), who like to sit in the road. She often refuses to move, so we have stand-offs, with me shouting "Bing, time to move," then tooting the horn, then getting out and trying to intimidate her into moving. Most often, she comes out winner, jauntily moving off when she feels ready, then looking back at me as if to say, "Why even try? I'm always going to win." I suspect she's really looking for a bribe as I understand she's wild about cheese (she also likes to come over to our deck and looks in our window, probably just to gloat).
Could she just be plain dumb? We have a Tibetian mastiff on the property next door - it behaves just like this - only because it's as thick as a brick - can't be taught anything and doesn't recognize signals of anger!! Mind you - she does like quite regal in this pose... :)
