Trying to keep up with her two older brothers, our little nineteen month old granddaughter has no problem with this little scooter! She'd move it along with her right foot and then when it was rolling, she'd carefully put that foot on the scooter. On a downhill driveway! And she steered clear of the board on the tailgate!
