@taffy It's a sheet of rusty steel with the outline cut out and then welded into place. There were a number of different ones that formed part of the fence to a theme park in France.

Oh, that sounds really interesting! I like this shape and sense of flow/movement a lot and couldn't sort out what it was or how it was created.
