The monument is known as - skwer Matki Sybiraczki - . I've not been able to find any information on it in English but have a look at

and get google to translate it.
In terms of processing I started in DXO, reducing the highlights and increasing the contrast. Then in SmartPhoto I applied a soft pencil effect, reducing the intensity so as to bring back a hit of colour.
