This is another good image but needs creative cropping. At the moment the horizon is dead centre which is never the best place for it to be except in exceptional circumstances. This image is about the brightness of the yellow against the heavy dark sky and foreground (maybe it is the sea). I would crop this to a letterbox, removing much of the foreground leaving it as three strips of differing colours and tones. See what you think?
I like it the way it is. It’s already three strips of differing colors and tones. I like the preponderance of the bottom part. It helps to balance the strip of yellow sunset. And if you look carefully the bottom is obviously sea, as fits your title.

Mary has made a convincing case for leaving it as it is. To this I would add that the size of the bottom section is meant to increase the distance to the horizon and beyond. I think this also works, and there is nothing to be gained by squeezing the picture into a 'Rule of thirds' straightjacket. And on a general note: Any suggestion of a 'necessary' crop has me breaking out in a rash. Just saying.
