Just keep going :) Look at other peoples photos, be inspired by them and get out there and shoot. I find flickr is good to search - say you want to take a particular photo, for instance traffic trails, you can search for it and one each photo page is 'more properties' (unless it's been disabled) - in there you can see what settings were used.
You can also post your photos for critique here - to get opinions and feedback. Get a good photography magazine each month too.
That said, you have a really good eye - keep up the good work!
the colors are nice and the subject is interesting but your composition is off
try not to let the eye get distracted with background...which would be the tank thermometer thingy
this photo would have improved 100 fold if the froggie was by his lonesome on the side of the tank...
if you DO include something with vertical lines - make sure at least one line is even with the edge of the photo - so there's a sense of direction...
or else make the tilt more obvious to set it with intention

To me the colors look over done, fish tank lights have a ton of blue in them for several reasons but when your camera shoots in the tank it picks up on the blue way more then our eye does.
Might play around with white balance adjustments (perhaps the flash setting) to give it a more realistic color.
