Well, I can only try to give you insight...as I am in the same boat. But things changed when I started becoming more active...and mostly by commenting on other peoples photos :-)
follow more people (you're only following 22) and if you aren't participating in discussion threads and commenting on others photos, people aren't going to find you easily. One way to find more people to follow is through discussion boards, popular page, suggestion page (if you're an ace member) and new faces page. Its like making money... you have to spend money to make money... so to get more followers you need to follow more people. Some will follow you back, some won't, but you'll get more followers. Participating in discussion threads, challenges, etc, will bring about followers as well.
@cps I agree with Paula follow others, comment on pictures try out challenges and themes and participate in discussions :D I am going to head on over and follow you now!
I don't really speak from experience as I don't have many followers either but for me, followers and comments are just an added bonus as I didn't join this site to gain followers so I don't worry about such things.

I have found people I follow through threads/discussions and just by spending time browsing photos here and finding people whose photos I think are interesting or good. I often leave comments for people and they respond to my comments by checking out my photos and leaving a comment or two and perhaps following if they like what they see.
I agree with waht others said above. I've discovered that the more you put into it, the more you will get out of it. In order to get comments, you have to give comments.
Browse the "new faces" and comment on their work. Comment on the work of all the people you follow. Enter the challenges. Participate in the discussions.
