It depends on what experience you have - GIMP is freeware, but not everyone gets on with it

look at Snapseed (NIK software), cheap and awesome. Look at my Bus photo from the other day to see what you can do ;-)

I use photoshop elements 10. Its good, and there are plenty of youtube tutorials if you're a beginner.

Photoscape is freeware (PC only). I use it for 95% of my editing (and it's dead easy to use). I only use Photoshop for stitching landscapes and have recently got into Lightroom as things like the graduated filter in Photoscape are too limited.

As one friend said to me recently, for most people who have Photoshop, they'll use about 10% of it (for basic editing). If you have Lightroom, you'll use 90% of it.

For free
Picasa from Google, excellent program.
Irfan View, very useful multi purpose utility
GIMP (if you can work with interface)

If you have £50 get Photo Shop Elements X from Amazon - well worth the investment.

I used several depending on which computer am using "post production". I use only a cell phone "android" cam so sometimes I used what' sin Instagram, I also use Photoshop Elements, Photoshop Lightroom and am having great fun with Picmonkey (free). Try some of the free ones and see if get what you are looking for. I'm still such a novice, try things and have fun with it. I know enough to be dangerous!!! But I figure I'll settle in with my style one day. :-D or NOT!

In my opinion Lightroom is the best digital darkroom on the market. It is very intuitive and quick. Photoshop is also an amazing program but it is not very intuitive and takes a lifetime to master. I use Lightroom with the NiK Software plugins (Silver Efex, Color Efex). Also NIK software has great videos on their webpage. I also use Photoshop, but now that I have lightroom I only us photoshop if I am combining multiple images into one.

Try them out many programs offer free 15 day free trials.

I use PhotoShop and have used LightRoom trials twice in the past. IMO LR is the way to go until/unless you are getting into serious photo editing. I don't know enough about the new version of LR to know if it supports layers but I do know that PhotoShopElements does and that you can get it for around $80(US) LR is around $150 so for a third of the price of PS you can basically have the same program functions w/o the extra stuff you'd never use anyway, if you got them both.

That being said, Layers is a function that is 1. Hard for some people to comprehend and 2. Takes time to truly master. Once you get the idea of how it works and interacts though, you can do some amazing things.

I would go with LR for now and when you feel ready to try Layers, get PSE. There are tons of tutorials for both on Youtube and around the web on sites dedicated to that. Some are free, some are paid.

Look up Scott Kelby and see what you can find. He has a website that is montly subscription based but is full of information and IMO worth the cost if you can afford it.

I use Photoshop CS but have used Phoptshop Elements and like them both. I have used Paintshop Pro and did not like that much. Picmonkey is a great free editing tool (picmonkey.com)
There are many web tutorials and some really great books out there that give directions on how to use the applications.
If you get the Digital Camera World magazine that comes out once a month they have tutorials that are done in Photoshop and they also suggest projects.
It really comes down to how much money you want to spend and how much you are going to use it. Why not download a trial version of one of the Photoshop versions and try it. Then download a trial version of the next one after the month is up. That way you will know which one you want to spend your money on...if either :)
Good luck!!

As other have said Lightroom is awesome, and if you get serious about B&W then Silver Efex II is a must.

And Snapseed is fun to.
